If the research results show that the number of PPMSE shipments has exceeded 1,000 in one calendar year, the Customs Office Chief is required to send a notification letter to PPMSE to establish a partnership. This letter must also be sent to the Post Service Provider responsible for handling the import of Goods by Mail for the respective PPMSE.
PPMSE is required to establish a partnership within a maximum of 10 days from the issuance of the notification letter. If the partnership provisions are not met, import of Goods by Mail through the PPMSE will not be served.
This partnership includes the exchange of electronic catalog (e-catalog) data and electronic invoice (e-invoice) data for Goods by Mail transactions conducted through PPMSE, as well as other partnership forms that can enhance the services and supervision carried out by DJBC.
“The partnership includes the exchange of electronic catalog (e-catalog) data and electronic invoice (e-invoice) data for Goods by Mail transactions conducted through PPMSE; and other forms of partnership that can enhance the services and supervision carried out by DJBC,” as stated in Article 14.
For the exchange of e-catalog data, it must at least include data such as the name of PPMSE, seller’s identity, item description, item code, item category, item specifications, country of origin, item unit, item price in Delivery Duty Paid (DDP) incoterm, price implementation date, currency type, and Uniform Resource Locators (URL) links for the items.
Meanwhile, the minimum elements of e-invoice data must include the name of PPMSE, Receiver’s name, e-invoice number, e-invoice date, item description, item code, item quantity, item unit, item price in Delivery Duty Paid (DDP) incoterm, currency type, exchange rate, value, type, and the party providing promotions (if any), URL links for the items, and Receiver’s telephone number.
